A: A complete bid is one that addresses all of the functions, objectives and expectations listed on pages 5-6 of the RFP.

The Evaluation Criteria Score Sheet on page 27 will be used to evaluate vendor responses, and "The extent to which the goods or services meet the District’s needs. (Technical requirements and implementation, Maintenance support and training. Customer service.)" carries the greatest weight.

We will evaluate responses that do not contain the paging or bell systems, but understand that your score for that section of the evaluation will be lower than that of respondents who include those features.
